That being the responsibility of the Federal Government to procure the necessary measures to guarantee that the measuring instruments marketed in the national territory are safe and accurate so that they do not represent a danger to users and consumers and that they provide an adequate service with respect to their metrological qualities, for use in commercial transactions and to make determinations for the protection of health, the environment and other activities where measurement is required.
That the Federal Law on Metrology and Standardization establishes that the Mexican Official Standards are the ideal instrument for the pursuit of these objectives, I have had the good will to issue the following:
For those products that have obtained a Certificate of Conformity or Model or Prototype Approval prior to the entry into force of this standard, said Certificate or Approval will be valid in the terms in which it was granted, without prejudice that the products that are marketed in the country comply with the Mexican Official Standard in force, in the terms established for its entry into force.

Any substance or product, including additives, that is used in the manufacture, processing, preparation or treatment of a food or non-alcoholic beverage and is present in the final product, whether processed or not.
Any label, label, inscription, image or other descriptive or graphic matter, written, printed, stencilled, marked, engraved in high or low relief, adhered, superimposed or fixed to the container of the prepackaged product or, when it is not possible due to the characteristics of the product, to the packaging.
